Overview
Ⅰ. Background
The Zhitan Water Purification Plant was developed as part of the Phase IV Taipei Regional Water Supply Construction Program and spans a total area of 43 hectares. The Phase V of the Taipei Metropolitan Water Supply Infrastructure Construction Program confirmed the plan to construct six water treatment facilities at Zhitan, along with associated sludge treatment systems, operational, and management facilities. The No.1 water purification facility was completed in 1984, followed by the No.2 in 1987, the No.3 in 1991, the No.4 in 1995, and the No.5 in 2004. At present, the Zhitan Water Purification Plant has a total treatment capacity of 2.7 million CMD. Together with the Changxing, Gongguan, Shuangxi, and Yangming Water Purification Plants located within the city, the current capacity is sufficient to meet the water demands of the Greater Taipei area. However, in light of the water outage incident in southern Taoyuan in 2004, it has become increasingly critical for the Taipei Water Department to enhance its water output capacity, operational flexibility, and supply security. This not only ensures a stable and sufficient water supply for Taipei City and New Taipei City, but also to supports the service areas of Taiwan Water Corporation, including Banqiao, Xinzhuang, Luzhou, Wugu, Bali, Tamsui, Sanzhi, Shenkeng, and Xizhi. In addition, under the principle of shared water resources, the Water Resources Agency of the Ministry of Economic Affairs has been actively promoting Phase I of the Banxin Regional Support Water Supply Program. To support this initiative, the Taipei Water Department included the expansion of the No.5 purification facility along with associated pipelines and booster equipment, enabling a maximum of 530,000 CMD in support capacity. However, this plan has also introduced higher supply risks to the Taipei Water Department’s service area, making it imperative to accelerate the construction of the No.6 water purification facility at Zhitan.
Ⅱ. Objectives and Benefits
1.This program aims to increase the water purification capacity at the Zhitan Water Purification Plant by 700,000 CMD, thereby enhancing reserve capacity and improving the stability of water supply.
2.It is designed to meet the water supply demand of Banxin Program Phase II, further strengthening water security and stability in northern Taiwan.
3.By enhancing operational flexibility at the Zhitan Water Purification Plant, the program also facilitates equipment maintenance and overhaul schedules, contributing to improved output water quality.
Ⅲ. Service Population and Water Demand
The target population and water demand for this program are consistent with those outlined in Phase V Construction Program, Stage 2.
Ⅳ. Scope
The program includes the construction of new water purification facilities with a treatment capacity of 700,000 CMD (including pre-filtration and rapid filtration systems), as well as a 50,000-ton clean water reservoir.
