Overview
Ⅰ. Background
The Gongguan Water Purification Plant’s distribution reservoir managed by the Taipei Water Department is nearing the end of its service life and lacks sufficient capacity for emergency disaster response. Therefore, a reconstruction project is planned to enhance water supply security for residents. Given the site’s prime location in the Gongguan area and the fact that multiple office buildings on Changxing Street used by the Department have exceeded their usable lifespan, a new multi-purpose complex building will be constructed in conjunction with the distribution reservoir to maximize land utilization.
Ⅱ. Project Objectives and Benefits
1.Reconstruct the distribution reservoir of the Gongguan Water Purification Plant to ensure stable and secure water supply for the Gongguan and Jingmei areas.
2. Establish the city’s centralized hub for tap water emergency response, monitoring, and administrative management to improve disaster preparedness and response capacity, ensuring more robust water services for all residents.
3. Integrate with the Taipei Water Park’s educational resources to actively promote water resource education through scientific exhibitions and hands-on activities.
4.Meet the demand for office space in the Gongguan area and support city government industrial policies by providing strategic-use space and revitalizing land assets.
Ⅲ. Scope
Construct a new facility comprising one three-level underground reinforced concrete structure (including a 45,000-ton distribution reservoir), two 10-story and one 12-story above-ground steel-frame buildings. These buildings will serve both the core operations of the Taipei Water Department and auxiliary business functions. The underground levels will house shared infrastructure, including the distribution reservoir and pumping equipment rooms.
